First you need to copy the crack folder and edit ArcGISLicense10.3inservice.txt so that the third line is “SERVER localhost ANY 27001” (maybe it’s already the case). 3. Install the License manager, start it and on the license server tab : STOP, then START again and REREAD LICENSE. 4. You should be fine to setup the license dialog, at the bottom left you should see a check. Check it and fill the case with “localhost”. If it’s accepted you should be all set. 5. Don’t forget to activate the extensions inside ArcMap.
